<br />CITY OF ROSEVILLE <br /> <br />COUNTY ROAD C TASK FORCE <br /> <br />To the Roseville City Council: <br /> <br />We, the members of the County Road C Task Force, wish to thank the City of Roseville for the opportunity to <br />serve our community. There are five (5) key points that the Task Force wishes to share with the City Council that <br />gives insight as to how we arrived at our recommendations when considering City action on the project. <br /> <br />· Most importantly, Ramsey County is preparing to reconstruct County Road C from I-35W to Snelling <br />Avenue in 2003 and from Snelling Avenue to Oxford Street in 2004. We believe it to be a prudent use of <br />the City and County's resources to contemporaneously coordinate a II Streetscape Plan" with the County. If <br />we fail to do so, it would be impractical and cost prohibitive to go back in and plan a comprehensive <br />II Streetscape" after the reconstruction is completed. <br /> <br />· County Road C is considered Roseville's IIMain Streetll or "Gateway." The western, non-residential portion <br />is in the process of a velY positive redevelopment. The reconstruction of County Road C, under the general <br />recommendations of this Task Force, can support and re-energize the redevelopment of the balance ofthe <br />properties in the corridor consistent with the City's Comprehensive Plan and vision. Let us utilize this <br />opportunity to develop a main street that showcases the City and transform what is presently a blighted <br />roadway in the western half of the city to one that we can be proud of. <br /> <br />· Roseville is an aging, first-tier suburb; some first-tier suburbs will prosper, some will not. We fervently care <br />what our city looks like, aesthetically and how it affects the future prosperity, property values, development <br />and well being of our community. We need to be pro-active in facing the challenges unique to an aging, <br />first-tier suburb. County Road C is key in presenting a vibrant and attractive image to developers, <br />employers, employees and residents. <br /> <br />· As our focus moved east fi'om Oxford, the Task Force received overwhelming community input, to bury or <br />place in underground conduits the regular phone, cable TV and power lines that are presently above ground. <br /> <br />· Lastly, the Task Force wishes to voice its opinion as to how this Streetscape is paid for. As County Road C <br />is the critical "Gatewayll to the entire City, the type of improvements we have recommended are offar more <br />benefit to the community at large than to just the individual abutting property owners. We urge you to keep <br />the larger benefit in mind at the appropriate funding/assessment hearings and in your ultimate decision <br />making process. <br /> <br />Again, thank you for the opportunity to serve the City of Rose vi lIe and to consider our additional thoughts.
