S. MAIL

City of Roseville
Attn: Thomas Paschke
2660 Civic Center Drive
Roseville, MN 55113

Re: Joel & Lori Cheney
Setback Permit Application

Dear Mr. Paschke,

I met with Joel & Phyllis Dillner and S. & Vivian Ramalingan concerning the
above referenced application. Though we have no problem with the proposed variance
to setback on the Acorn Road side (west) of the property, we all object to the proposed
variance to setback on the north side of the property.

We believe that the main reason for the applicant's request: "preserves as many
as possible of the existing trees", is spurious. The property in question is very wooded,
and any construction will eliminate many trees. As many trees will be lost with the
variance, as without the variance.

Should the applicants sincerely wish to save trees, they should look to the
redesign of the proposed driveway. If the garages were designed to face Acorn Road,
the size of the driveway would be significantly reduced, with a resultant saving of trees
and green space.

Also, the terrain of the property slopes to the north. As such, drainage is in this
direction. With the additional non-pervious surface of the proposed home, there would
be additional drainage to the north, with possible damage to the northerly properties.
Maintaining the required setback will help prevent possible drainage problems because
of the retained pervious soil.

There are other concerns I have which will be presented at the May 3, 2001
hearing.

At this time I am requesting documentslinformation concerning the appeal
process should the Development Review Committee grant the setback variance.
Please fax this information to 651-227-0411.
