File 3392: Request by Family Academy for an Interim Use <br />4 Permit to allow the temporary placement of a 56-foot by 72-foot <br />5 modular (portable) classroom adjacent (south) the existing school, 3000 <br />6 Hamline Avenue. <br />7 <br />8 Chairman Duncan opened the hearing and requested City Planner Thomas <br />9 Paschke provide a summary of the project report dated June 5, 2002. <br />10 <br />11 Family Academy Charter School has submitted an application for an Interim Use <br />12 Permit to allow a temporary modular classroom building (two units, total size 56 <br />13 foot by 72 foot) on the south side of the school and adjacent to the front parking <br />14 lot along Hamline Avenue. <br />15 <br />16 Family Academy has experienced steady student enrollment increases since 2000 <br />17 and has in interest in offering additional programs. They have determined a need <br />18 for four additional classrooms outside of the existing (limited) classroom space <br />19 within Advent Lutheran Church, and have proposed installing a 56-foot by 72- <br />20 foot (two units - 4,032 sq. ft.) modular classroom building on the south side of <br />21 the school portion of the church. <br />22 <br />23 Thomas Paschke noted that bathroom capacity has not been determined at this <br />24 time. <br />25 <br />26 The Planning staff recommended approval with conditions. <br />27 <br />28 Thomas Paschke explained past Interim Use Permits. <br />29 <br />30 Member Mulder asked for duration of the office interim use (three years). <br />31 <br />32 Ann Hennessey, Family Academy Dean, noted the growth of the student <br />33 enrollment to 180; 6th, i\ 8th grade students need more space; N.E. 916 will also <br />34 need placement space for children with hearing problems. <br />35 <br />36 The maximum student enrollment is 225 students. The Charter School leases <br />37 space for the three years. Advent Lutheran could expand their classroom space <br />38 or the School will look for other space. <br />39 <br />40 Member Cunningham asked what the viability of long-term leases with Advent <br />41 Lutheran was. The School would stay if the Church expanded. <br />42 <br />43 Member Mulder questioned the children's needs to move into the Church for <br />44 lavatories. The lavatories should be placed in the interim buildings. <br />45 <br />46 Member Cunningham asked if sheltered walkways could be used for egress to <br />47 Church. <br />48 <br />49 There were no public comments. Chair Duncan closed the hearing. <br />50 <br />51 Thomas Paschke noted the Church representatives supported the proposal. <br />
