<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br /> <br />~ <br /> <br />Item Description: <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Mr. Don Harcom, 651-636-4148, representing St. Christopher's Church, 2300 Hamline <br />Avenue, has requested approval to create a Columbarium on the site or in the church. A <br />Columbarium is a repository for the cremated ashes of parishioners. See the attached picture. <br /> <br />1.2 l'he City Code, Section 401.04 requires the Council to designate a "cemetery" before the <br />Council may issue a permit, Section 401.01, to St. Christopher's for the burial of the dead <br />(ashes only) in the columbarium. A building permit would also be required. <br /> <br />1.3 As Mr. I-Iarcom submits his letter to the City Manager, staff suggests that this be placed on a <br />Council consent agenda for designation (with legal description) ofthe columbarium cemetery <br />and the required permit approved by resolution. The pem1it cost is $100. <br /> <br />2.0 STAFF RECOMMENDATIONS: <br /> <br />2.1 Due to recent changes in burial trends and technology, retaining the cremains (ashes) near <br />to the family and community is an important part of the grieving and historical process <br />and continues the concept of "sense of place within the community". <br /> <br />2.2 This use appears to be consistent with the pennitted church and cemetery uses within "R-. <br />1" Single Family zoning districts. <br /> <br />2.3 The City Attorney and Staff are recommending that the Council adopt a resolution, <br />attached, designating St. Christopher's Church as a cemetery (columbarium only) in the <br />City's approved and designated inventory, and approve the permit. <br /> <br />3.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />3.1 Adopt a resolution designating St. Christopher's Church, 2300 Hamline Avenue as a <br />cemetery (columbarium only) site within City inventory of cemeteries. <br /> <br />32 By motion approve the issuance of a permit to approve the St. Christopher's Church <br />Columbarium. <br /> <br />Attachments: Section 40 I, Columbarium Descriptions, Resolution <br /> <br />PF3395 RCA - CONSENT 050602 Page 1 <br />
