<br />4.0 BACKGROUND: <br /> <br />4.1 Mr. Dahmann owns property at 1055 Shryer Avenue. The property is zoned R-1, Single <br />Family Residential, and the Comprehensive Plan identifies the property as Low Density <br />Residential. <br /> <br />4.2 Mr. Dahmann desires to tear down an existing dilapidated 18 foot by 18 foot (324 sq. ft) <br />detached accessory structure and construct a new 32 foot by 30 foot (960 sq. ft) detached <br />accessory building in the same general location. Mr. Dahmann also wants to keep <br />another detached accessory building in his rear yard that is 25.5 feet by 18 feet (459 sq. <br />ft.). <br /> <br />4.3 Mr. Dahmann has submitted a narrative that discusses his position regarding need and <br />hardship related to the proposed garage. <br /> <br />4.4 The proposed detached garage would be constructed at the terminus of the existing <br />driveway, just east of the existing structure. They are as follows: <br /> <br />· Impact on traffic. <br />. Impact on parks, streets and other public facilities. <br />. Compatibility of the site plan, internal traffic circulation, landscaping and <br />structures with contiguous properties. <br />. Impact of the use on the market value of contiguous properties. <br />. Impact on the general public health, safety and welfare. <br />. Compatibility with the City's Comprehensive Plan. <br /> <br />4.6 The CUP process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />4.7 The Community Development Staff has interpreted the Code to have a maximum <br />allowance of 1,008 sq. ft. detached accessory building area with a conditional use pemlit. <br />Requests for larger accessory buildings have required a variance. <br /> <br />4.8 Mr. Dahmann's single-family residential lot is 128 feet wide by 298 feet deep and <br />includes 38,244 square feet of area (three times the size of a normal Roseville residential <br />lot).
