<br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval ofa 13 foot variance from Section 1004.02D5 and a variance <br />to Section 602.02 of the Roseville City Code for Robert Wilson to allow the replacement <br />of a carport with an attached garage and second story living space at 31 07 West Owasso <br />Boulevard, subject to the following conditions: <br /> <br />A The attached garage and living area (above) not encroaching more than 17 feet <br />into the front yard and be a maximum size of 30 feet wide and 26 feet deep. <br /> <br />B The driveway (garage) be designed to reduce the slope of the access from West <br />Owasso Boulevard in accordance with Section 703.04B8. <br /> <br />C Applicant submittal of an accurately scaled site plan indicating existing structures <br />and the proposed attached garage, their exact size, and their distance from <br />property lines (corner pins must be located). Said site plan to be verified by City <br />Staff, based on city records and a site visit (no survey necessary unless corner <br />pins cannot be located). <br /> <br />D The review and approval of a building permit be consistent with the approved <br />vanance. <br /> <br />E The installation of roof gutters to properly direct roof drainage away from the <br />adjacent properties. <br /> <br />7.0 SUGGESTED PLANNING COMMISSION ACTION: <br /> <br />7.1 By motion, recommend approval (approval with modifications or denial) a 13 foot <br />variance to Section 1004.02D5 of the Roseville City Code for Robert Wilson, to <br />allow the replacement of a carport with an attached garage and living area onto the <br />front of the principal structure; <br /> <br />7.2 By motion, recommend approval (approval with modifications or denial) a variance to <br />Section 602.02 of the Roseville City Code for Robert Wilson, to allow residential <br />parking on the driveway within the street right-of-way boulevard, west of the <br />pedestrian trail; <br /> <br />for property at 3107 West Owasso Boulevard, based on the findings of Section 5 and <br />conditions of Section 6 of the project report dated June 5, 2002. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />Attachments: Location map, narrative, site plan, aerial photo, Sections 602.02, 703.04B8, and 1004.02D5. <br /> <br />PF3400 - RPCA 060502 - Page 4 of 4 <br />
