Item Description: Agenda Section: Other Busines~ Consideration of Establishment of a Roseville HRA - Continued from 6110/02 meetine P.F.3405 1.0 REQUESTED ACTION 1.1 Approve (Deny) attached draft resolution to establish a Housing and Redevelopment Authority for the City of Roseville. 1.2 The resolution was tabled from the June 10, 2002 Council Meeting 2.0 BACKGROUND 2.1 May 13, 2002 - resolution approved to set a public hearing for consideration of establishment of an HRA in the City of Roseville. 2.2 Week of May 20, 2002 - legal notice provided regarding the public hearing set for June 10, 2002. 2.3 June 10. 2002- a. Public Hearing regarding consideration of establishment of an HRA in the City of Roseville. b. Public comment taken and Public Hearing closed c. Council discussion regarding the establishment of an HRA was tabled d. Consideration of a resolution establishing and HRA was tabled 3.0 Staff response to Council questions: 3.1 Staff understood that one of the City Council's top priorities is to ensure the long term viability of the housing stock in the community and the support of the City's Housing Policy. After review of several options to ensure that there would be an adequate long term, stable funding source to maintain and improve the housing programs in the City, staff recommended that establishing a Housing & Redevelopment Authority is in the best interest of the City. 3.2 An HRA under State Statute 469.001 to 469.047 clearly identifies processes and procedures for providing housing programs and achieving safe decent and affordable housing options for the community. In addition, an HRA has the ability to levy a specific tax, outside the existing City general levy, to provide a long term funding source for housing initiatives within the community.
