<br />What about a reorganization of departments or functions? Is there anything <br />preventing the city from reorganizing some of the city's management <br />structure to deal with housing issues on a coordinated basis? We have been <br />told that the HRA does not involve any new staff positions; therefore even an <br />HRA involves some reorganization. What prevents the city from doing this <br />independent of an HRA? <br /> <br />. Provide a source of funds to assist severely distressed properties where code <br />related items become a health and safety issue and hindrance to <br />neighborhood property aesthetics and value. (Summary 6.0, h). <br /> <br />Even assuming that the only source of funds is through an HRA, how does <br />an HRA get us any closer to addressing this problem? Again, in order to <br />solve a problem one has to know the cause of the problem. This proposed <br />solution assumes that the cause of the problem is a lack of funds. What <br />evidence do we have for this? <br /> <br />The Summary notes, "over the past several years Roseville has been <br />involved in initiating the renovation of several distressed properties." The <br />Summary continues, "the resolution can be done through the abatement <br />process" but states that that process is expensive and time consuming. It <br />then cites to the Stanbridge case as an example. However, in remember the <br />Stanbridge case correctly, the reasons for the condition of the property dealt <br />with mental health issues involving the property owner. I don't recall any <br />evidence that it was a lack of funds that kept the property owner from <br />making the necessary changes. <br /> <br />What information does the city have regarding the number of abatement <br />proceedings the city has initiated and the number of those proceedings that <br />were related to an unavailability of funds? <br /> <br />Composition of an HRA Board <br /> <br />This is an issue that needs to be addressed by the council, so I don't necessarily <br />expect an answer to this question from staff. However, I think it is important that <br />before we establish an HRA, we have some idea of what that entity will look like. <br />Will it consist of solely of council members? Will it have any council members? <br />What type of people will we be looking to sit on the HRA? Housing advocates? <br />Longtime community activists? Developers? <br /> <br />During our discussion of this I would like to hear from two parties. First, since he <br />makes the initial recommendations, I would to hear from the Mayor. What are his <br />thoughts on this? Does he already have people in mind? What process does he <br />anticipate he would use in identifying potential HRA members?
