<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: <br />ITEM: <br /> <br />6/1 0/02 <br />IIIB <br /> <br /> <br />Agenda Section: <br />HEARINGS <br /> <br />Public Hearing for Consideration of Establishment of a Roseville <br />HRA P.F.3405 <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br /> <br />1.1 Hold a public hearing to consider establishment of Housing and Redevelopment <br />Authority (HRA) within the City of Roseville to address current and future housing <br />issues. Per Minnesota State Statute, Section 469.03, the local unit of government <br />must hold a public hearing to question the need for a Housing and Redevelopment <br />Authority prior to its establishment. <br /> <br />1.2 After the City Council has held the public hearing and discussed the need for an HRA <br />in the community, the attached draft resolution can be approved to establish a <br />Housing and Redevelopment Authority for the City of Roseville. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 On May 13, 2002, Roseville City Council discussed the current housing condition, the <br />process for establishment of an HRA and how and HRA can assist Roseville in <br />assuring a long-term quality housing stock. <br /> <br />2.2 After discussion on May 13, 2002 the Roseville City Council approved a resolution to <br />set a public hearing for consideration of establishment of an HRA in the City of <br />Roseville. The public hearing was set for June 10, 2002 with proper legal notice in <br />the local paper. <br /> <br />2.3 Roseville Community Development staff presented a summary of Roseville's housing <br />condition and the process for establishment of an HRA which included the items <br />outlined below. Staff will be prepared to present this information as part of the public <br />hearing process. <br /> <br />a. Summary of Roseville Housing Condition. <br /> <br />b. What is an HRA? <br /> <br />c.
