A certified copy of the resolution <br />was sent to the Department of Trade and Economic Development per State Statue <br />requirements. In addition, a copy of the letter and certified resolution was sent to Ramsey <br />County Manager Paul Kirkwold. <br /> <br />Upon further review of the State Statute section 469.004, subdivision 5, legal counsel has <br />concluded that a local HRA may not be created without the explicit concurrence of the <br />County HRA. <br /> <br />Therefore, this letter serves as the City of Roseville's petition to consider authorization of <br />the establishment of a Roseville HRA for the purpose of improving substandard and/or <br />blighted areas within the City and to continue to ensure that Roseville's housing stock <br />remains safe, decent and affordable to persons of low and moderate income.
