<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Title 11, Subdivisions, of the Roseville City Code describes the standards under which <br />land can be divided. Specifically, Section 1102.01B -E lists the requirements for <br />preliminary plats. <br /> <br />4.2 Mr. and Mrs. Ohland propose to construct a single family home on proposed Lot 1, <br />which is 155' deep by 164' wide. At 23,206 s.f., Lot 1 is over twice the size of the <br />minimum required lot size. <br /> <br />4.3 Outlot "A", with steep slopes to the southeast, will remain undeveloped at this time. <br />There is some vegetation along the Kent Street right-of-way, most of which will remain <br />in place at this time, but would have to be removed for road construction if the remainder <br />of the site was to develop. <br /> <br />4.4 The platting process requires right-of-way dedication along Kent Street, in the amount of <br />27'x 155' or 4,185 s.f. It also requires the new lot to dedicate land or pay for park <br />dedication. There is no park adjacent to this site - the City prefers the cash dedication. <br /> <br />4.5 For Lot 1, city utilities services are available from Kent Street. The house will face Kent <br />Street, and if placed correctly on the site, could at a later time with new city utility <br />services, be subdivided into a second lot. A driveway access for Lot 1 is being requested <br />to the existing Kent Street intersection with Ryan A venue. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Staff has reviewed the information submitted by Carley-Torgeson Land Surveyors <br />pertaining to Smith Lakeview Addition (lot alignment and size) and found that it meets <br />city requirements. The subdivision and subsequent development of a home is consistent <br />with the "LR" Low Density Residential area of the Comprehensive Plan as well as the <br />"R -1" Single Family Zoning District. <br /> <br />5.2 Park dedication requirements for this land division will be reviewed by the Park & <br />Recreation Commission and a recommendation forwarded to the City Council for final <br />approval. (Staff recommends a cash dedication.) A Sewer Availability Charge (SAC) of <br />$1,200, collected at the time of building permit issuance. <br /> <br />5.3 Additional right-of-way will be dedication to extend the Kent Street right-of-way 155 <br />feet to the south end of Lot 1. Since street access and utilities exist, new street and <br />utilities are not required and will not be built at this time adjacent to this lot. <br /> <br />5.4 Utility easements (10 feet in width) must be dedicated to the city on the north, south, east <br />and west sides of Lot 1. <br /> <br />PF3506 - ReA 091503 - Page 2 of3 <br />
