In 2000, the City had SEH <br />complete a Traffic Conflict Study of this intersection in order to better determine the reasons leading to <br />crashes at this intersection. The State, City, and County have been working to put together a plan for the <br />complete reconstruction of this intersection in 2007. As a part of this project we will be implementing <br />the action plan from this report. Attached is a copy of that report. <br /> <br />On Thursday, October 23, we had an opportunity to review the sketch plan for the proposed Target <br />redevelopment with Ramsey County and the Minnesota Department of Transportation and wanted to <br />share with you what was discussed. <br /> <br />~ Final plans should be submitted to Dan Solar, Ramsey County Traffic Engineer, and Marc Goess, <br />East Metro Area Manager for review and approval. Additional right- of- way may be needed for the <br />reconstruction of this intersection, this will be detem1ined when final plans are provided. <br /> <br />~ The Frontage Road connection to County Road B will be closed, reliance on these for access should <br />not be assumed in the development plan. <br /> <br />~ Using Mn/DOT and County Access spacing guidelines, only one full access is pennitted between <br />Pascal and Snelling A venue. This full access can be signalized and needs to be coordinated with Hal' <br />Mar's traffic pattems. The configuration shown on the proposed plan does not meet this <br />requirement. <br /> <br />~ The County would be supportive of one or two additional Right-in Right-out driveways along this <br />segment ofroadway. <br /> <br />~ Any consolidation of driveways for the fi'ontage road businesses, as shown on the preliminary plan <br />would need to be formalized by a cross access easement. Another altemative would be that a County <br />Road B frontage road could be dedicated to provide public access to these businesses. <br /> <br />There are other issues that we will need to finalize regarding drainage, utilities and traffic circulation. <br />We will discuss these as more infom1ation becomes available.
