The variance, if granted, will not alter the essential character of the locality: <br />The Community Development Staff has determined that this variance, if <br />granted, will not alter the essential character of the locality, nor adversely <br />affect the public health, safety, or general welfare, of the city or adjacent <br />properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 and 6 of this project <br />report, staff recommends approval of a 2 foot 6 inch height VARIANCE to Section <br />1012.02B&C of the Roseville City Code to allow construction ofa 9 foot high fence at <br />303 S. Owasso Boulevard, subject to the following conditions: <br /> <br />A. The extended fence be a maximum of roughly 828 feet in length and 9 feet in <br />height to exclude deer and protect landscaping as illustrated in site plans. <br /> <br />B. The review and approval of a building permit consistent with the approved plans <br />and variance. <br /> <br />C. The Fencing material used for the proposed fencing must be installed within the <br />property owner's parcel in accordance to Section 1012.02C1 (Location). <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On September 3, 2003, the Roseville Planning Commission held the public hearing <br />regarding the Anderson variance request. The Planning Commission voted (7-0) to <br />recommend approval ofa VARIANCE to Section 1012.02B&C (Side or Rear Yard Only) <br />of the Roseville City Code, based on the findings of Section 5 and conditions of Section 6 <br />of the project report dated September 3, 2003. <br /> <br />7.2 Marliss Ustad, 3058 Farmington Court, adjacent neighbor, said there are so many deer in <br />the area it has become difficult to keep the deer away. The fence will divert deer and <br />increase property value of adjacent homes. <br /> <br />7.3 Member Traynor asked if the fence could be screened or beautified.
