<br />City of Roseville <br />Planning District 4 <br />Evaluation <br /> <br />Summary Of Issues -1994: <br /> <br />Planning District 4 begins at Lexington A venue on the west, and ends at the shoreline <br />of Lake Owasso on the east. There are numerous infill sites within Planning District 4, <br />most of which will make handsome single family residential lots. <br /> <br />Site 4-1 is the single family home area east of Victoria, just north of "C" for which the <br />Planning Commission proposed a long term use Medium Density Residential <br />(townhomes or apartments). The adjacent area is an environmentally fragile area and <br />may be best used for ponding and open space. In 1994, the Commission evaluated the <br />impact of townhomes or single family uses sandwiched between a busy road (Victoria) <br />and a wetland, but did not recommend a change at that time. Over the years, it may <br />be best to buy and move the homes from this site as they become available. The City <br />Council agreed that the best use for this site may be park anq open space; however, this <br />site possibly could be dealt with as an entire project area in which a townhouse project <br />would replace all single family homes at one time. Since the homes are generally in <br />good to excellent repair, the Council decided it was better to wait for a project proposal <br />to officially redesignate this site from Low Density Residential to Medium Density <br />Residential. <br /> <br />The area designated for high density residential (in 1979 plan) directly east of the City <br />Civic Center site on the east side of Lexington A venue and south of W oodhill could be <br />used for affordable senior housing or for a market rate owner occupied condominium. <br />No change was recommended in 1994. <br /> <br />In 1994, there were several Comprehensive Plan and Zoning inconsistencies in this <br />Planning District. The parcels located along the east side of Lexington Avenue and <br />north of W oodhill designated on the Comprehensive Plan for medium density <br />residential are designated on the zoning map for single family residential. This <br />appears to be an area which could act as a single family buffer and provide for a <br />double loaded private street with townhouses along each side of the private road. The <br />higher density residential development, designated on the Comprehensive Plan on the <br />east side of Lexington, across from the City Hall complex, is designated as single family <br />on the zoning maps. While a portion of this site is low (North Bennett Lake) and will <br />not be developable, there are portions of the site on which a major higher density <br />residential development could be developed, especially including senior citizens or an <br />expensive condominium using the lake, wetlands, and Central Park as an amenity. <br /> <br />Roseville Comprehensive Plan - 2002 Update <br /> <br />Land Use-.Page 17 of 53 <br />
