B. <br />Agenda Section <br />HEARING <br /> <br />Item Description: <br /> <br />A request by Gary Weldon for a minor subdivision of his property <br />located at 910 County Road B (PF3522) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Gary Weldon seeks approval of a minor subdivision to create two single-family parcels <br />out of his existing 33,000 square foot lot. Each of the new parcels created will meet or <br />exceed all City lot size requirements. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Section 11.0404 E states: Three Parcel Minor Subdivision: When a subdivision creates a <br />total of three (3) or less parcels, situated in an area where public utilities and street rights <br />of way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or street extensions are necessary, and the new parcels meet or exceed the <br />size requirements of the zoning code, the applicant may apply for a minor subdivision <br />approval. <br /> <br />2.2 The Weldon lot lies between County Road B and Burke Avenue. The parcel is locatd <br />within Comprehensive Planning District 14, where it is designated as low density <br />residential, LR and is zoned R-1, Single Family Residential District. <br /> <br />2.3 Mr. Weldon has requested a minor subdivision to allow the creation of two parcels <br />exceeding the minimum standards of the R-1 Single Family Residential District. Their <br />existing lot has a length along County Road B of 100 feet and a depth of 465 feet. Parcel <br />"A" would include the existing home and be 100 feet wide and 330 feet deep (19,500 sq. <br />ft.) and Parcel "B" would be 100 feet wide along Burke Avenue and 135 feet deep <br />(13,500 sq. ft.), which parcel would be sold for the purpose of constructing a new single <br />family home. <br /> <br />2.4 No new street or utility construction is necessary to serve the proposed division. Sewer <br />and water laterals and utility easements are necessary for the vacant developable parcel. <br />An existing driveway and apron accesses Burke Avenue. <br /> <br />2.5 Should the request be approved by the City Council, the staff, prior to the applicant's <br />recording with the Ramsey County Recorder, must review a certificate of survey and a <br />quit claim deed for compliance with the Council's approval. <br /> <br />PF3522 ReA 091503 Page 1 of3 <br />
