<br />5.3 The City Planner has reviewed the proposed improvements to the existing Cadillac/Hummer <br />facility and concluded the proposal meets these criteria. Specifically, the construction of a <br />separate Hummer showroom and a service department addition is permitted in a B-3 District by <br />issuance of a Conditional Use Permit. The proposed additions will not create significant <br />additional traffic or the need for additional public facilities. With proper exterior building <br />treatment, drainage, and landscaping, the building will not have an impact on surrounding <br />property or values. There appears to be no impact on general health, safety, and public welfare. <br />In addition, the project complies with the Comprehensive Plan designation as a business use. <br /> <br />5.4 No specific percentage oflot coverage is required. The Rice Creek Watershed reviews <br />business/industrial properties differently that the City Code. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information findings provided in Section 4 and 5 of this project report, the <br />Community Development Staff recommends approval of a CONDITIONAL USE PERMIT to <br />allow the construction of a separate Hummer showroom facility, a service area addition, and a <br />Hummer test track for property located at 2325 Prior Avenue, subject to the following <br />conditions: <br /> <br />A. The Hummer showroom facility being limited to a size of7l feet by 142 feet or 10,043 <br />square feet. <br /> <br />B. The service department being limited to a size of 60 feet by 80 feet or 4,800 square <br />feet. <br /> <br />C. The Hummer facility being comprised of exposed galvanized metal beams, a metal <br />seamed roof, integral sealed colored rock faced block, clear anodized aluminum door <br />and window frames, and a hammered textured cement foundation, as per the plans <br />submitted on September 4, 2003. <br /> <br />D. The service department addition being comprised of integral colored rock faced block <br />that is sealed to match or be similar to the existing exterior. <br /> <br />E. Review and approval of the utility, grading, and storm water drainage plan for the site <br />by the Rice Creek Watershed and the Roseville Public Works Department. <br /> <br />F. Improvements being made to the existing Cadillac exterior within 6 months of the <br />recording of the resolution approving said Conditional Use Permit. Improvement must <br />include the replacement of the deteriorating wood mansard shingle system with a <br />standing seam metal roof system and the upgrade and/or improvement of existing metal <br />panels and columns. <br /> <br />PF3523 - RPCA 1 ()() 1 03 - Page 5 of 6 <br />
