Dennis Welsch explained the history <br />12 of the Cornerstone program. <br /> <br />13 Dave Thomas, Speedway SuperAmerica, was asked by Member Ipsen, whether the door on the <br />14 west will be retained? Dave Thomas said the rearrangement of the site plan and separated <br />15 building will require retaining the west side door as an emergency door. <br /> <br />16 Member Bakeman asked what signage would be installed and what impact the new door will <br />17 have on parking spaces. Mr. Thomas explained the liquor entry on the east side. What changes <br />18 must be made to parking? Would more ADA spaces be needed? (Yes). Signage will meet city <br />19 requirements. Member Bakeman suggested no signage facing east to residential area. Parking <br />20 can be removed in front triangle, near vent pipes (?) <br /> <br />21 Andreys Vape, owner of Lexington Court Apartments (52 units directly north) asked for <br />22 clarification of customer counts to the site. How will the 480 new liquor store customers per day <br />23 pay for this site? Are there comparisons in Minnesota and in the Roseville area? (No) Will the <br />24 delivery trucks have back up beepers? Would the beeper be a big disturbance to residential area <br />25 within 3 to 4 blocks. How many more liquor store deliveries will occur? (No answer) <br /> <br />26 Bob Bashinsky, 1040 Parker Street, asked if SuperAmerica would also install a car wash. Mr. <br />27 Thomas said the site will not accommodate a car wash. Will a customer pay for gas at the liquor <br />28 store? (no) <br /> <br />29 Faith Watters, Calvary Church, asked for more specific information regarding liquor related <br />30 police reports (Mr. Paschke provided information on incidents/public drunkenness in parks <br />31 adjacent to off-sale liquor stores - none) . <br /> <br />32 Andrew Stark, 1009 Parker A venue, asked if left turns on the median are solid yellow, can a <br />33 driver cross them? (Yes, but cannot drive left of yellow line). <br /> <br />34 Tim Cook, 1049 Sherren Street, asked whether SuperAmerica looked at grocery sales vs liquor <br />35 sales. (Available from SuperAmerica marketing, but not present at meeting) Is this public <br />36 welfare? <br /> <br />37 Mr. Cook asked who must validate welfare of the community and the burden of proof? Acting <br />38 Chair Traynor noted that the city must have findings to deny. Are there demographics on the <br />39 basketball court users in the park? Has the staff reviewed public drunkenness police reports? <br /> <br />40 Lonnie Brokke, Roseville Parks and Recreation Director, explained uses at Lexington Park and <br />41 noted that he had no reports on alcohol in the park. <br /> <br />42 Andreys Vape II asked why SuperAmerica had not supplied marketing information to corroborate <br />43 with SHE Consultants traffic counts and projections. <br /> <br />Page 6 of 11 <br />
