<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Dianne Peck have submitted a proposal to construct a detached garage 14 feet from the <br />property line adjacent to Dellwood Avenue. This location and predicament is similar to <br />the neighbor's detached garage at 2875 Merrill Street. <br /> <br />4.2 The Peck home was constructed in 1945 and has no existing garage. The Peck parcel is <br />85 feet wide along Dellwood Street and 120 feet wide along County Road C2 (10, 200 <br />sq. ft.). <br /> <br />4.3 Three other properties along County Road C2 have detached accessory buildings that lie <br />within the required front yard. These include 2874 Huron Street (14 feet from the <br />property line), 2875 Dellwood Street (6 feet from the property line), and 2874 Merrill <br />Street (14 feet from the property line). <br /> <br />4.4 Most of the homes along the south side of County Road C2 were constructed in the early <br />1950's before the establishment of the City Code and before County Road was improved <br />to its status. Homes along this section of County Road C2 were constructed in 1953 (1), <br />1954 (6), 1955 (6), 1966 (1), 1980 (1), 1983 (1), 1984 (1), and 1986 (1). <br /> <br />4.5 The Peck parcel is designated Low Density Residential in the Comprehensive Plan and it <br />is located in the R-1, Single Family Residence Zoning District. <br /> <br />4.6 The proposed improvement seeks to construct a 642 square foot detached accessory <br />building in the comer side yard of the parcel for the purpose of vehicle and seasonal <br />storage. The proposed detached accessory building would be placed in northeast comer <br />of the parcel, adjacent the neighboring garage, and setback the same 14 foot distance <br />from the property line along County Road C2. <br /> <br />4.7 The Peck parcel is 10,200 square feet in size, affording 3,060 square feet of impervious <br />area. The current principal structure and driveway occupy an estimated 1,764 square feet <br />of impervious area, which affords the Pecks approximately 1,296 square feet of <br />impervious area before the maximum limit is reached. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1 004.01A 7 (Location) of the Roseville City Code states: "No accessory building <br />or garden shed shall be erected of located within any front yard. Accessory buildings <br />and/or a garden shed shall be located behind the established front building line of the <br />principal structure. <br /> <br />5.2 Section 1004.02D4 of the Roseville City Code states: A side yard adjacent a street on a <br />comer lot shall not be less than 30 feet (Ord. 275, 5/12/59 and amended in 1995). <br /> <br />PF3532 - ReA 102003 - Page 2 of 6 <br />
