<br />REQUEST FOR PLANNING COMMISSION DISCUSSION <br /> <br />Director Approval: <br />DW/CB <br /> <br />Item Description: <br /> <br />DATE: 10/01/03 <br />ITEM NO: 7d <br />Agenda Section: <br />DISCUSSION /DIRECTION <br /> <br />McCarrons Neighborhood Study <br /> <br />1.0 Background <br /> <br />1.1 On June 2, 2003, the codes staff asked for Council court citation direction regarding the code compliance <br />case at 185 N. McCarrons Blvd. The property is vacant and owned by developer Dennis Guptil who lives in <br />St. Paul. By motion, Council asked that the case be referred to the I-busing and Redevelopment Authority <br />(HRA) to review possible options for redevelopment of the vacant housing site prior to court citation. <br /> <br />1.2 Roseville codes staff has been addressing the code issues at 185 N. McCarrons Blvd for the past 6 months. <br />All items have since been resolved except the garage which remains in disrepair. <br /> <br />A. Existing garage with non functioning door, peeling paint, bad repair <br />B. Yard with grass far in excess of 8 inches and overgrown shrubbery. <br />C. Debris in the yard. <br />D. Vacant house with peeling paint, fallen rain gutters, broken windows. <br /> <br />1.3 The HRA discussed the site and its issues with the property owner at the June 2003 HRA meeting. The <br />owner is interested in developing the site and willing to review possible options with the HRA. The HRA <br />asked that the owner work with staff to bring back a timeline and process for development of the site within <br />60 days. <br /> <br />2.0 Community Development & BRA Staff suggested process: <br /> <br />2.1 In discussion with Mr. Guptil the development of 185 N. McCarron's Boulevard has many opportunities for <br />reuse such as town homes, condominiums and senior rental housing. The Comprehensive Plan <br />designates the site for future high-density housing while the zoning has been left as R-l single <br />family, until a development proposal is received. However, there are several factors that need to be <br />considered prior to committing to the development of the site. Those factors include the lot terrain, <br />wetland, surrounding land uses and market for new housing. Mr. Guptil had met with City staff in the past <br />for development of the site as town homes. However, the density needed to economically make the project <br />feasible did not account for accommodating the wetland on site. With that challenge, Mr. Guptil decided to <br />focus on other projects and delay the development of the site. Mr. Guptil has indicated that he is willing to <br />develop a plan, in cooperation with the HRA, in 2004. <br /> <br />2.2 Staff is suggesting that prior to development of the site that a neighborhood study process be conducted <br />by the City (City Council, HRA and Planning Commission), in partnership with the McCarron's <br />Neighborhood Association. The purpose of a "McCarrons Neighborhood Study" would be to engage <br />residents, property owners, neighborhood groups, business owners and developers in formulating a future <br />development plan for the areas surrounding McCarron's Lake and the property at 185 N.
