<br />There are also a number of other "opportunities sites" in the neighborhood that should be <br />reviewed at the same time including: <br />. Properties along Rice Street from South McCarrons Boulevard to County Road B <br />. National Guard Armory site <br />. Small rental properties in the area, <br />. Large single family property on South McCarrons Blvd. <br />. Others - as suggested by the City Planning Commission, BRA and/or the McCarrons <br />Neighborhood residents. <br /> <br />All these areas have some impact on the future needs of the entire neighborhood and the <br />"market". Consequently, the City's BRA and Planning Commission need to rely on <br />neighborhood input. The McCarrons Neighborhood has a long and successful track record of <br />being able to step back from the many special interests and individual problems to openly discuss <br />issues, formulate facts, provide open communication, and develop broad-based consensus. The <br />McCarrons Neighborhood must be invited to play an integral role in the planning for this area. <br /> <br />NEIGHBORHOOD STUDY PURPOSE <br /> <br />In the past, Roseville has used an interactive process to engage residents, property owners, <br />neighborhood groups, business owners and developers in formulating neighborhood master <br />plans. Recently, this group planning process has occurred for the Arona-Bamline Master Plan, <br />Tower Place Master Plan, the James Addition, and Twin Lakes Master Plan. The purpose is to <br />study the redevelopment and quality of life issues in the area, review the current and future <br />market for development and gather input from affected and interested residents. After careful <br />review of the issues and after possible future land uses have been identified, a report is prepared <br />with recommendations to the BRA, the Planning Commission and City Council regarding the <br />results of the group's investigations and deliberations. <br /> <br />CITY COUNCIL AND HRA DIRECTION: <br /> <br />In the summer of 2003, after receiving complaints about the condition of the property, the City <br />Council asked the BRA to review the redevelopment of property located at 185 N McCarrons. <br />The BRA felt that this would be an opportunity to study the entire neighborhood so that future <br />land uses would be compatible and there would be synergy in the area.
