McCarrons Neighborhood Meeting - October 22, 2003

Chairs Bill Majerus and Jim Mulder, along with Cathy Bennett, Dennis Welsch were present at
the Neighborhood meeting.

The Neighborhood was asked "What are the key questions/issues that should be included in this
study?" Responses included:

1. Why look at just one site? Tie this project to the entire area.

2. Could the City create a satellite community center in the Armory or armory site.

3. What is the future of the Armory? When is the lease up with the school district? What is the
condition of the armory?

4. Is the site large enough for a community library?

5. How will street parking along North McCarrons be addressed as an issue now and could it be
a problem with high density housing?

6. Is there a need for more traffic control and speed limits as more residences are created.

7. What will happen at Rice and Highway 36 with the new bridge and park and ride in five (?)
years?

8. What are the differences in valuation based on the types of new housing created (apartments,
condos, townhomes, expensive single family homes)?

9 . Would there be changes in the crime rates due to development in this area?

10. How does different types of development affect the tax base?

11. What are the social needs of the area?

12. What is the "edge" of flight from blight, (define it better) and is this area on that edge now?
How can this area be proactively protected from blight and blight impacts? How can the image
of Rice at Larpentuer be avoided or corrected?

13. How does this type of development impact the schools? Will you communicate with the
schools about their needs and impacts?

14.1s there a demand for high end housing?

15. Are tall buildings really necessary? Wouldn't it be better to match the scale and style of the
existing neighborhood?

1
