<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 12/03/03 <br />ITEM NO: 8a <br /> <br />Department Approval: Agenda Section: <br />DPW/DJW <br />Item Description: <br /> <br />DISCUSSION <br />Amendment to Zoning Map to Designate Parks and Open Space as <br />"POS" (PF3539) <br /> <br />1.0 BACKGROUND: <br /> <br />In July and August of 2003, the City held public hearings/readings and created a new zoning <br />district called "Public Park and Open Space" or "POS". The original request came with the <br />Vista 2000 report and has been carried forward within the amendments to the <br />Comprehensive Plan and the Park Systems Plan. The Park and Recreation Commission has <br />endorsed this concept. <br /> <br />Within Roseville there are nearly 1,200 acres of some type of park and recreation or open <br />space use. The City has 657 acres of parks as well as the Cedarholm Golf Course at 26 <br />acres. The County has the majority ofthe remaining publicly-owned uses such as beaches <br />(18 acres) and open spaces (133 acres). The other large open space is the privately-owned <br />Midland Hills Golf Course at 160 acres which is excluded from this amendment. The "POS" <br />district was established as a means of clarifying and protecting lands actually located within <br />city and county park and open spaces. Uses allowed within this "POS" district are public <br />park uses and buildings and those uses adopted within the master plan for the site within the <br />Parks System Plan. <br /> <br />The next step in the process is to identify all park and open space parcels which the city or <br />county currently owns. A GIS map has been created that illustrates the dispersed nature of <br />the city-owned parcels that must be changed from "R-I", "R-3A", "B-1", "PUD" and "I-I" <br />and "1-2" to "POS". In an attachment, each park is listed along with the parcel identification <br />number and the existing zoning on that parcel. <br /> <br />Some issues to be resolved in the next month include ... <br /> <br />1. School Districts - Do they wish to have their parcels currently used for park and <br />recreation purposes changed to "POS"? <br />2. County Parks - Do they wish to have their parcels currently used for park and <br />recreation purposes changed to "POS"? <br />3. PIN Consolidation - Many of the parks and some of the open space and ponding <br />areas are contained within multiple parcels. How can the city consolidate the parcels <br />to create one tax and GIS parcel for each park? <br />4. Park Address - Can one official address be created for each park? <br />5. Published Notice - How does the staff notify for this city-wide map change <br />hearing? (Staff has reviewed this with the City Attorney. Individual property notice <br />is not required on this city-wide change to the zoning map, but rather published <br />notice and a published map.) <br />
