be developed. It should be noted that the advancing of a phase 1 redevelopment plan is in
accordance with direction provided Council on August 9th.

Weare of the opinion that the generalized land use proposals and the redevelopment plan
proposed for phase 1 of 1.' win Lakes represent an appropriate mix ofland uses - a plan
consistent with the City's Comprehensive Plan and inkeeping with much of the
philosophy of the Twin Lakes Master Plan. From a planning, market, environmental and
land use perspective we believe that the phase I redevelopment plan represents a positive
and appropriate first step in the eventual redevelopment of Twin Lakes. We would point
to the considerable amount of background study and consideration undertaken by the City
or information reviewed as part of the Twin Lakes Stakeholders' Panel process to support
this statement.

To repeat what was stated within our sketch plan submission, important aspects ofthe
plans include:

($ a focus on a potential development area that embraces over 200 acres and covers an
area bounded by Cleveland A venue on the west, County Road C on the south, the rear
property lines of property fronting onto Lincoln Drive on the east lli'1d Langton Lalce,
Oasis Park and existing residential communities to the north;
t/I advancing a more detailed land use plan for a phase 1 area reflective of past
discussions with Council and other interested stakeholders;
@ an appreciation of the City's public policy goals and objectives for Twin Lakes but
tempered to market realities;
III a recognition of a series of "hard" and "soft" edges which help to establish the
planning context for the placement and ordering of land uses;
· an acknowledgement that existing land uses and identified environmental and
geotechnical conditions contribute to the proposed placement ofland uses;
@ attention to the existing road network servicing the redevelopment area and the need
to augment and enhance the road system with new thoroughfares and connections,
including a direct connection to the Highway 35W off-ramp;
@ respect for Langton Lake and the parkland surrounding this water body; and
@ a transitioning of land use categories and intensities from residential areas to the north
and the recognition that the comer of Cleveland Avenue and County Road D is not
well suited for residential land uses.

Rottlund looks forward to the opportunity of continuing to work with the City and other
interested parties in advancing the redevelopment of Twin Lakes. We, and other members
of the development team, are ready, willing and able to advance plans that can be
implemented over the short term, thereby beginning to make a positive contribution to the
desired transformation afthe planning area into a new and exciting neighbourhood.
