<br />supplied by the applicant or its consultants shall become the property ofthe City. No assurances <br />of approval are implied or possible through the application or review process. <br /> <br />B. The City shall be reimbursed by the applicant for all costs incurred by the City in the <br />preparation and review of the proposal. The applicant shall deposit with the City a non- <br />refundable administrative/application fee in the amount of $5,000 and as requested by the City <br />Council. Prior to final approval of the tax subsidy, the City Finance Director shall certify any <br />additional costs not covered by the administrative or application fees, which shall be paid to the <br />City prior to final approvals by the City. No construction shall be done prior to final approval of <br />the tax increment subsidy plan. <br /> <br />C. The City reserves the right to deny any application for financing at any stage of the tax <br />increment review or hearings prior to the adoption of the final approval authorizing the issuance <br />of the loan. <br /> <br />D. The City reserves the right to select a third party to assist in the management of the tax subsidy <br />process. <br /> <br />E. Proposals shall include a description of all direct and indirect service and improvement costs <br />to the City, School District, and County caused by this project. <br /> <br />APPENDIX 2. Tax Increment Term. <br /> <br />The maximum term of use to collect tax increment subsidies shall be limited, unless extended by City <br />Council to protect community interests, as follows: <br /> <br />1. Low - Moderate Income Housing <br />2. Redevelopment -blighted areas <br />3. All Other Uses <br />4. Subdistricts for Hazardous Substances <br /> <br />20 years increment <br />12 years increment <br />10 years increment <br />Only the years needed to pay for <br />cleanup <br /> <br />APPENDIX 3. Tax Increment Application Process. <br /> <br />Applications requesting use of tax increment financing subsidies shall be accompanied by the <br />following without exception: <br /> <br />A. Statement of public purposes as described in Sections 1,2, and 3, (above) and benefits to <br />citizens and community. <br /> <br />B.
