<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Section 1004.0 lA6 of the Roseville City Code (Maximum Total Surface Area) affords <br />each single family residential property owner a 30% impervious coverage based upon the <br />total lot size. In the case of the Williams property this allowance cannot exceed 3,115 <br />square feet without an approved variance. <br /> <br />4.2 The Williams home is a 1950 Bungalow situated on a 10,382 square foot lot. The home <br />has a footprint of 1,029 square feet; a detached garage (under constmction) of 864 square <br />feet; driveway pavement of 1,184 square feet; and an 80 square foot garden shed. Given <br />these cun"ent site conditions the Williams have a current impervious coverage of 3, 157 <br />square feet or 30.4%, square footage meets the threshold allowance for 30% coverage. <br /> <br />4.3 The proposed improvement, constmcting a 256 square foot bedroom addition on to the <br />rear of the home, would bring the total impervious coverage of the parcel to 3,413 square <br />feet or 32%. <br /> <br />SECTION 1004.01A3 <br />Code Requirement <br />30% Impervious <br />Coven e <br />3,115 s . ft <br /> <br />Existing <br />Condition <br /> <br />Proposed <br />Condition <br /> <br />Variance <br />Requested <br /> <br />3,157 s . ft. <br /> <br />3,413 s . ft. <br /> <br />298s .ft.-3% <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 In 2002, the City issued a building permit to Mr. Williams for constmction of a new <br />detached 864 square foot garage to replace an existing detached garage on the premises. <br />The 864 square foot accessory building is the maximum permissible under the City Code. <br />However, at the time the permit was taken out for the accessory stmcture, Mr. Williams <br />was unaware of the impervious coverage requirement and that the new garage would <br />raise the total surface coverage to the maximum allowed and preclude further additions ro <br />added impervious surfaces. <br /> <br />5.2 In 2003 Mr. Williams applied for a building permit to constmct the bedroom addition <br />onto the rear (west side) of his home. A review was completed by the Building Inspector <br />and City Planner that determined the addition would exceed the allowable impervious <br />coverage for the parcel by 298 square feet. <br /> <br />5.3 The current situation affords limited options for Mr. Williams. The Staff did consider <br />suggesting a reduction in the detached accessory stmcture size; however, it was too far <br />along in the constmction process. Another option afforded Mr. Williams is to reduce a <br />portion of the driveway; however, it is not feasible to reduce the driveway by the 298, <br />square feet necessary to allow the bedroom addition.
