<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Title 11, Subdivisions, of the Roseville City Code prescribes the standards under which <br />land can be divided. Specifically, Section 1102.04 -E lists the requirements for a final <br />plat. <br /> <br />4.2 Recently Tesoro sold its interest in the property located at 2288 County Road C to Kaneb <br />Pipeline Operating Company and an obligation of that sale had Tesoro purchasing the <br />area that is identified as Lot 2. <br /> <br />4.3 Currently, due to time constraints, Tesoro is leasing the existing self-service commercial <br />fueling station that will become Lot 2. A separate access is being requested onto County <br />Road C in order to give Tesoro exclusive public access. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Staff has reviewed the information submitted by Ulteig Engineers pertaining to the final <br />plat (lot alignment and size) and found that it meets city requirements. <br /> <br />5.2 On April 1, 2003 the Park & Recreation Commission recommended accepting a cash <br />payment in lieu ofland dedication in the amount of$11,325 (land value of <br />$4,403,000/50.54 acres = $87,119 per acre/.5 = $4,356 per acre park dedication fee. <br /> <br />5.3 On April 1, 2003 the City Planner received the comment letter form Dan Soler, Ramsey <br />County Traffic Engineer, which letter accepted the proposed land division by Knaeb <br />Pipeline Operating Company (see attached letter). <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of the preliminary plat by Tesoro <br />and Kaneb Pipeline Operating Partnership, subject to the following conditions: <br /> <br />A. Provision of all necessary utility easements. <br /> <br />B. Review and approval of the final plat by Ramsey County (access and right-of-way <br />needs). <br /> <br />C. A park dedication fee of $11 ,325 to be placed in the park dedication and <br />redevelopment fund. <br /> <br />D.
