<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Title 11, Subdivisions, of the Roseville City Code prescribes the standards under which <br />land can be divied. Specifically, Section 1l02.01B -E lists the requirements for <br />preliminary plats. <br /> <br />4.2 Recently Tesoro sold its interest in the property located at 2288 County Road C to Kaneb <br />Pipeline Operating Company and an obligation of that sale had Tesoro purchasing the <br />area that is identified as Lot 2. <br /> <br />4.3 Currently, due to time constraints, Tesoro is leasing the existing self-service commercial <br />fueling station that will become Lot 2. A separate access is being requested onto County <br />Road C in order to give Tesoro exclusive public access. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Staff has reviewed the information submitted by Ulteig Engineers pertaining to the <br />preliminary plat (lot alignment and size) and found that it meets city requirements. <br /> <br />5.2 Park dedication requirements for this land division will be reviewed by the Park & <br />Recreation Commission on April 1, 2003, and a recommendation forwarded to the City <br />Council for final approval. <br /> <br />5.3 Staff has forwarded the preliminary plat to Dan Soler at Ramsey County for review and <br />comment regarding the proposed access and any necessary right-of-way dedication for <br />County Road C. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staffreconmlends approval of the preliminary plat by Tesoro <br />and Kaneb Pipeline Operating Partnership, subject to the following conditions: <br /> <br />A Provision of all necessary utility easements. <br /> <br />B Review and approval of the preliminary plat by Ramsey County (access and right- <br />of-way needs). <br /> <br />C Review and recommendation by the Parks and Recreation Commission (Aprill, <br />2003) regarding park dedication. <br /> <br />D Meeting any and all requirements of the Rice Creek Watershed. <br /> <br />PF3455 - ReA 033103 - Page 2 of 3 <br />
