C. <br />Agenda Section: <br />LAND USE <br /> <br />Item Description: <br /> <br />A request by Good Samaritan Society for a PRELIMINARY PLAT, <br />GENERAL CONCEPT PLANNED UNIT DEVELOPMENT, <br />REZONING & to replace the Whitehouse Nursing Home, 563 County <br />Road B (PF3460). <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Good Samaritan Society seeks General Concept approval of a planned unit development under <br />Section 1008.1 OC of the Roseville City Code for a two-acre residential redevelopment. The <br />proposal, named "Whitehouse Senior Apartments", would replace 50 nursing home rooms with a <br />three story, 50 unit senior housing complex w/underground parking on the site of the fOffiler <br />Whitehouse Nursing Home. <br /> <br />1.2 The proposal seeks approval of: 1) PRELIMINARY PLAT to combine four platted lots and one <br />meets and bounds parcel (totaling 84,920 square feet or 2 acres) into one large lot; 2) Approval of <br />the GENERAL CONCEPT PLANNED UNIT DEVELOPMENT; 3) First reason of an <br />ordinance REZONING the property to PUD with an underlying zoning ofR-3, General <br />Residence District. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application submitted on March 25, 2003 <br />. Application detennined complete on March 25, 2003 <br />. 60-day review deadline on May 24,2003. <br />. Park & Recreation Commission: Recommendation (park dedication), April 1, 2003 <br />. Staff Recommendation: Approval w/conditions - April 2, 2003. <br />. Planning Commission: Hearing & Approval (7-0) Recommendation - April 2, 2003. <br />. City Council Action on Preliminary Plat/General Concept - Approval, April 28, 2003 <br />. Anticipated Council Action on Final Development Plan/PUD/Plat - not determined. <br /> <br />2.0 SUMMARY of RECOMMENDATION: <br /> <br />2.1 The Preliminary Plat, General Concept, and rezoning to Planned Unit Development (consisting of <br />senior rental apartments) with an underlying zoning ofR-3, General Residence District is <br />consistent with the Comprehensive Plan and should be approved. <br /> <br />3.0 SUGGESTED ACTION: <br /> <br />3.1 By motion, approve: 1) the PRELIMINARY PLAT; 2) approve the GENERAL CONCEPT <br />PUD; 3) Hold first reading of an ordinance REZONING the parcel from B-1 (Limited Business <br />District) to PUD/R-3 (Planned Unit Development/General Residence District); and (see Section <br />10 for more detail). <br /> <br />PF3460 RCA PUD Concept 042803 Page 1 <br />
