Narrative: <br /> <br />Qwest Wireless, LLC (Qwest) operates a wireless Personal Communication <br />System (PCS) which provides wireless telecommunications access to our customers in a <br />14-state region including the Twin Cities area. It is our goal to provide seemless <br />coverage which will allow our users to travel throughout the Twin Cities metro area <br />without dropping calls or experiencing diminished quality of service. <br /> <br />There is an existing gap in our coverage which requires that we locate an antenna <br />in the immediate vicinity of the intersection of Highway 36 and Fairview A venue. In <br />addition to filling the existing gap, there are also capacity issues related to our sites <br />sunounding the Rosedale Mall and this site will help to relieve the capacity of the other <br />sites surrounding the mall. <br /> <br />Qwest has reached agreement with Frank's Nursery & Crafts, Inc. to allow us to <br />place an antenna and accompanying ground equipment at their facility located along the <br />frontage road to Hwy. 36 near the intersection with Fairview Ave. Our proposal is to <br />replace an existing parking lot light located at the Northeast comer of the parking lot with <br />a monopole capable of supporting our antenna. The color will match the color of the <br />existing parking lot lights and the luminare will be replaced at the existing height. Our <br />monopole will be collocatable. The parking lot light replacement is being proposed in <br />order to best blend in with the existing infrastructure and is part of our stealth design. <br />Qwest seeks to locate its antennae and equipment in as unobtrusive locations as are <br />practical. <br /> <br />The ground equipment will be located in a grassy area adjacent to the Northeast <br />comer or the parking lot. This area has existing evergreens which will screen our <br />equipment from view. Any evergreens that are removed during construction will be <br />replaced. <br /> <br />Details of the proposal can be seen in our site plans and a computer rendering of <br />the site has been prepared and both have been enclosed with the application. <br />
