EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was held on the 28th day of April, 2003, at 6:30 p.m. The following members were present: Klausing, Maschka, Schroeder, Kough and Kysylyczyn and the following were absent: Council Member Maschka introduced the following resolution and moved its adoption: RESOLUTION NO. 10089 A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR QWEST WIRELESS TO ERECT A 54 FOOT PCS MONOPOLE AND INSTALL ASSOCIATED EQUIPMENT CABINETS IN THE NORTHEAST CORNER OF THE FRANK'S NURSERY & CRAFTS PARCEL (PF 3461) WHEREAS, Qwest Wireless in association with Frank's Nursery & Crafts have requested a conditional use permit in accordance with Section 1013 of the Roseville City Code to allow the installation of a 54 foot tall monopole and associated equipment cabinets in the northeast corner of the Frank's Nursery & Crafts parcel; WHEREAS, the Frank's Nursery & Crafts is located at 1800 South Highway Service Drive and legally described at as: Lot 1, Block 1, La Belle's Subdivision PIN: 09-29-23-43-0004 WHEREAS, Section 1013 requires the City to determine that the request is: a. Compatibility with adjoining properties. b. Impacts on traffic and public facilities. c. Impacts on property value. d. Impacts on general health, safety, and public welfare. e. Compatibility with the Roseville Comprehensive Plan. WHEREAS, the Roseville Planning Commission held the public hearing regarding the Qwest Wireless conditional use permit request on April 4, 2003, and recommended (6-1) approval of the request, amending the equipment cabinet placement location from the grass area in the northeast corner of the site to the parking lot, based on findings outlined in Section 5 and revised conditions of Section 6 of the project report dated April 2, 2003. 1
