<br />B. The plight of the landowner is due to circulnstances unique to the property not <br />created by the landowner: The Voemlans property (site/structure) is unique. It <br />was constructed before the Village/City established a zoning code and before the <br />City established lot coverage maxinlunls. Fatnily needs and designs of homes and <br />lots have dramatically changed in the past five decades, and in so doing have <br />created certain conflicts with established codes of older conlmunities. The <br />Community Development Staff has determined that the plight of the <br />landowner is due to circumstances unique to the property not created by the <br />landowner. <br /> <br />c. The variance, if granted, will not alter the essential character of the locality: <br />The improvements proposed inlprovements for the V oemlans home will not be <br />out of character or context of a home from 1950's and more importantly in <br />keeping with today's designs and fanlily accommodations. The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staffrecomlnends approval ofa 503 square foot (5%) <br />VARIANCE to Section 1004.0 1A6 of the Roseville City Code for Gerald V oermans to <br />allow the construction a living area addition to the north side (rear) of the existing home <br />and associated site improvements (sidewalk, patio, stoops) at 1251 Ronla Avenue, <br />subject to the following conditions: <br /> <br />A. The proposed improvements not exceed 3,743 square feet or 35% of the parcel <br />SIze. <br /> <br />B. The additions must match or be similar to that of the existing building in color <br />and/or materials. <br /> <br />C. Gutters and downspouts being placed along the eve of the addition/home where <br />appropriate to properly direct roof drainage onto the subject parcel and away from <br />neighboring properties. <br /> <br />D. No additional accessory buildings, a garden shed, or garage addition being <br />allowed without an approved variance. <br /> <br />E.
