REQUEST FOR COUNCIL ACTION

DATE: 04/12/03

ITEM: XI. B.

Department Approval:

~

Manager Reviewed:

Agenda Section:

711Jttlat;v

- _..__...._.____.. ._m_.

Consent

Item Description:

Approving professional services contract for design and reconstruction of
Arona Pond

Background: United properties is purchasing the Arona site for redevelopment. As a part of this
redevelopment, the City has been working with the developer and surrounding property owners to
address their concerns about Arona Pond. Arona Pond is a land locked wetland that has been
receiving ston11 water since the 1960's. Due to the sandy soils in this area, the basin has historically
functioned as an infiltration basin. Approximatly 5 years ago, the infiltration characteristics of this
basin failed, causing the ston11 water to over top the banks of the pond and flood adjacent properties.
Over the ensuing years, the City has been manually pumping the storn1 water out of the pond after
significant rain events in order to avoid property damage. The Arona redevelopment has provided an
excellent opportunity for the City to fix this problem permanently. The proposed project will expand
the pond, install a permanent lift station, as well as looking at restoring some of the infiltration
characteristics of this basin. '

This is specialized work that will require modeling as well as wetland mitigation and permitting, so
we have solicited bids from three engineering firms to prepare plans and specifications. The three
firms we received bids from are: Bonestroo, Anderlik and Associates; URS, Inc.; and WSB and
Associates. After reviewing their proposals, staff recommends that we engage WSB and Associates.
At a not too exceed cost of $3 8,800, they have the lowest bid, also we were very pleased with their
design work on the Zimmerman Lake/ CFL project in 2001. That project was delivered significantly
under budget.

Financial Implication: This "problem area" was looked at as a part of the Comprehensive Storm
water management plan, initial estimates indicate that the total cost of this project, including
engineering and administration, would be $700,000. We have looked at the contributing storm water
volume and have determined that new development contributes 13% of the overall volume to this
basin. The remaining 87% would be the City's responsibility. All costs for this project will be paid
for using storn1 water infrastructure funds.

Staff Recommendation: Staff recommends approval of a professional services contract with WSB
and Associates for final design, plans and specifications for Arona Pond reconstruction

RECOMMENDED COUNCIL ACTION:
Motion to approve the attached contract with WSB and Associates engineering services final design,
plans and specifications for Arona Pond reconstruction.

Prepared By: Debra Bloom
