<br />Roseville Planning Commission File # 3465 <br />Kenneth Berger request for variance to Section 1004.01A9 (Prohibited Location) <br />To allow Construction of a detached accessory building in the front yard. <br /> <br />Roseville Planning Commission meeting Wednesday 5/07/2003 6:30 P. M. <br />Roseville City Hall, Roseville, Minnesota <br /> <br />My name is George John Reiling. I currently reside at 3071 N. Victoria Street (immediately north of the <br />3063 N. Victoria Street property currently requesting a variance to Code Section 1004.01A9 (Prohibited <br />Location) to allow construction ofa detached accessory building in the front yard of3063 N. Victoria <br />Street, Roseville, Minnesota 55113. <br />I purchased the 3063 N. Victoria Street property in 1990 as an undivided parcel of approximately <br />one acre, which included the current residence located at 3063 N. Victoria Street. I purchased the property <br />at 3063 N. Victoria Street with the intention to subdivide the lot into two parcels- One the existing home <br />and a smaller lot (3063 Victoria) and a new northerly parcel (upon which my current home at 3071 <br />N.Victoria Street currently exists. <br />During late May, 1991 the RoseviIIe City Council granted myself a lot subdivision into two <br />parcels-the existing home at 3063 Victoria and a new parcel to the North (3071 Victoria) <br />As a condition of the subdivision and variance to allow construction of a new residence within 30 <br />feet of the easterly property line of the new lot at 3071 Victoria, the Roseville City Council required myself <br />to have a Registered Land Surveyor prepare a detailed drainage/grading plan for both lots (3063/3071 <br />Victoria) as a condition of issuance of a building permit for the structure which now exists at 307 I Victoria <br />(northern parcel of subdivision) <br />I submitted a detailed drainage/grading plan for both lots (3063/3071 Victoria) to the City of <br />Roseville during early November, 199 I (prior to the issuance of a building permit for 3071 Victoria). <br />During early November, 199 I the City of Roseville approved the drainage/grading plan for 3063/3071 <br />Victoria and issued a building permit for my current home at 3071 Victoria. <br />I subsequently sold the existing home and lot at 3063 N. Victoria to Mr. Kenneth Berger with a <br />closing date of May 28, 1993. A condition of the purchase agreement for 3063 Victoria was that I was to <br />grade the lot of3063 Victoria to the grading plan dated 11/91 at my own expense. This grading was <br />accomplished (with some difficulty due to an extremely wet summer) during the summer of 1993. <br />As you will note on the variance application, the area in which Mr. Berger proposes to place a 600 <br />sq. ft.+ garage plus additional hard surface area drains both toward Victoria Street (Green arrows) and also <br />across the front of both lots (3063/3071 Victoria) to a catch basin located in the front yard of my property <br />at 3071 Victoria Street. <br />Since virtually one-half of the front lot area of3063 N. Victoria St (approximately .25 acre) drains <br />toward Victoria Street and into the above mentioned catch basin in front of 307 I Victoria, I believe there <br />may be an adverse effect on the drainage pattern, should a 600+ sq. ft. garage plus additional hard surface <br />area be placed in the front yard of 3063 Victoria Street as proposed by Mr. Berger. <br />It would seem to be a prudent course of action to require the water which drains off the north roof <br />of the proposed garage and hard surface area also be directed toward the west (and downhill) as was <br />required in Staff Recommendation (Section 6.1 E) through the use of grading and/or guttering as was <br />required for the southerly parcel (Staff recommendation 6. I E) <br />I alluded to this concern when I met with the City Planner, Mr. Thomas Paschke at the Roseville <br />City Hall on Monday 4-2 I -2003, shortly after receiving the variance notification card. <br />I would also question Staff Recommendation 5.4 that there would be no impact or change current <br />drainiage patterns on the parcel, since the construction of a 600+ sq. foot garage and additional hard surface <br />area would now be located in what is currently a wide open drainage area. <br />(See proposed drainage/grading plan dated 10130/1 99 I) <br />Thank you for your consideration into this matter. <br /> <br />George 1.
