May 27, 2003

James G. Nolan and Maurya Krull-Nolan
3055 Victoria St.
Roseville, MN. 55113

City Planner Thomas Paschke
Mayor John Kysylyczyn
City Council Members;
Mr. Craig Klausing
Mr. Tom Kough
Mr. Dean Maschka
Mr. Greg Schroeder
City Manager Mr. Neal Beets

Dear Sirs,
Regarding the Kenneth Berger and Deborah Larson request for a variance to Section
l004.01A of the Roseville City Code, planning file #3465, for the construction of a
detached two car garage at 3063 Victoria St., we the Nolan's, the neighbors to the
immediate South of the Berger/Larson lot oppose this request for the following concerns
and reasons.

1) Like the neighbor to the immediate North of the Berger/Larson lot, we too are very
concerned about the proper drainage of rainwater and runoff.
2) The large conifer trees along the northern side of our lot are at potential serious risk
of injury and/or death. Please see enclosed attachment titled "Preventing Construction
Damage to Trees" .
3) This imposing oversized two-car garage in the front yard would impact the aesthetics'
of the neighborhood. This is a radical variance request and more creative alternatives
need to be considered.
4) The only Roseville example that Mr. Berger gave of a similar structure constructed at
2468 Hamlin Ave. is not a comparable example, plus, neither the north nor south
neighbors opposed his variance request.
5) In addition, we have security concerns because the large detached garage will block
much of the street views of the north side of our house.
