<br />1 All areas except those areas zoned 1-1 and 1-2. Such storage is permissible in B-1, B- <br />2 lB, B-2 and B-3 Districts by conditional use permit issued by the City Council. (Ord. <br />3 867,9-22-80; amd. 1995 Code) <br /> <br />4 B. Protection Systems: All bulk storage facilities for liquefied petroleum gas containing <br />5 two thousand (2,000) gallons water capacity or more shall be stored in tanks protected <br />6 from fire by one of the following protection systems: <br /> <br />7 1. Preaction Water Spray System: A preaction water spray system designed in <br />8 accordance with National Fire Protection Association Standard No. 15 which is <br />9 hereby adopted by reference. <br /> <br />10 2. Fire Proof Insulation: Tanks coated with a water based, thermally activated, <br />11 subliming, intumescent fireproofing insulation capable of passing a minimum fire <br />12 resistance test of one hour when tested on steel pressure vessels using standard <br />13 industry tests; the surface coating shall be impermeable and hard-shelled to resist <br />14 weathering. <br /> <br />15 3. Mounded Above Grade: Upon the submission of detailed plans and specifications <br />16 and upon the written approval of the Fire Chief and the Fire Marshal, tanks may be <br />17 mounded above grade. (Ord. 867, 9-22-80) <br /> <br />18 4. Shutoff Valve: Tanks shall be equipped with a valve at the outlet of the tank. The <br />19 valve shall be designed to automatically shut off the flow of fuel in the event of the <br />20 following conditions: <br /> <br />21 a. Excess flow of fuel. <br /> <br />22 b. Automatic detection of fire conditions. <br /> <br />23 The valve shall also be capable of manual operation. The valve shall be <br />24 interconnected with all related electrical equipment. (Ord. 1060, 5-22-89) <br /> <br />25 C. Permit Required: <br /> <br />26 1. Notwithstanding the limits for aboveground storage tanks established in <br />27 subsections A and B above, such storage tanks in other non-residentially zoned areas <br />28 may be allowed by issuance of a permit approved by the City Council. The permit is <br />29 subject to review and recommendations of the Fire Marshal and to conditions <br />30 imposed by the City Council. Annually, the Council shall review the site and tank <br />31 permit for compliance with the original permit. The Council may terminate the permit <br />32 for noncompliance or require additional improvements consistent with this <br />33 subsection. <br /> <br />34 2. Storage tanks permitted by this subsection shall be designed to meet all applicable <br />35 State and Federal regulations and setback requirements, shall be located in rear yards <br /> <br />15 <br />
