<br />-. <br /> <br />City of Roseville <br />Request for Community Development Direction/Action <br /> <br />Department Approval: <br />TP/DPW <br />Item Description: <br /> <br />Date:04/21/03 <br /> <br />Proposed Stupa or Columbarium for Vietnamese Temple, 2475 <br />Minnesota Street as per City Code Section 401 (PF 3476) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Mr. Hai Thai Nguyen representing the Vietnamese Buddhist Temple, 2475 Minnesota Street, <br />has requested approval to create a pagoda and a stupa or co1umbarium on the site with the <br />Temple. <br /> <br />1.2 A Stupa represents Buddha's holy mind and each part of the Stupa shows the path to <br />Enlightenment. Building a Stupa is a very powerful way to purifY negative karma and to <br />accumulate extensive merit. In this way you can have realizations of the path to <br />Enlightenment and be able to do perfect work to liberate suffering beings, who equal the sky, <br />leading them to the peerless happiness of Enlightenment, which is the ultimate goal of our <br />life. A stupa may contain a columbarium which is a repository for the cremated ashes of <br />Temple members. A pagoda may be a place of festival, art, and remembrance. See the <br />attached sketches. <br /> <br />1.3 The City Code, Section 401.04 requires the Council to designate a "cemetery" before <br />the Council may issue a permit, Section 401.01, to the Vietnamese Buddhist Temple for <br />the burial ofthe dead (ashes only) in the columbarium. A building permit would also be <br />required. Approval of accessory buildings in excess of 15 feet in height will also be <br />necessary. <br /> <br />1.4 Since Mr. Nguyen has submitted his letter to the City Planner (04/15/03), staff suggests that <br />this be placed on the June 4, 2003 Planning Commission agenda for a variance hearing and <br />approval of the designation (with legal description) of the stupa or columbarium cemetery. <br />The permit cost is $100; the variance cost is $145.00. The Council could then make the final <br />decision on either June 16 (if time permits) or July 21,2003. <br /> <br />2.0 STAFF RECOMMENDATIONS: <br /> <br />2.1 Due to recent changes in burial trends and technology, retaining the cremains (ashes) near <br />to the family and community is an important part of the grieving and historical process <br />and continues the concept of "sense of honor and place within the community". <br /> <br />2.2 This use appears to be consistent with the permitted church and cemetery uses <br />within "R-l" Single Family zoning districts, except that it creates two accessory <br />structures, one of which approximately 45 feet in height, the other 24 feet in height.. <br /> <br />PF3476 RPCA - 06/04/03 Page 1 <br />
