<br />C. The variance, if granted, will not alter the essential character of the locality: <br />The improvements proposed are consistent with other homes and parcels from the <br />same era. Further, porch design will be compatible with the existing home and <br />creates no massing impacts. The Community Development Staff has <br />determined that this variance, if granted, will not alter the essential <br />character of the locality, nor adversely affect the public health, safety, or <br />general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval of an 859 square foot (8%) V ARlANCE to Section <br />1004.01A6 of the Roseville City Code for Bernard & Kathy Laur to allow construction of <br />a three season porch on to their home at 600 Sextant Avenue, subject to the following <br />conditions: <br /> <br />A. The provision of an accurately scaled site plan indicating existing and proposed <br />conditions, allowing the Community development Staff to verify existing and <br />proposed lot coverage. <br /> <br />B. The parcel being limited to 4,171 square feet of impervious coverage. <br /> <br />C. The porch addition being limited to a size of 15 feet by 15 feet or 225 square feet. <br /> <br />D. Gutters being installed on the structure to properly direct rain water and snow <br />melt away from adjacent residential parcels. <br /> <br />E. The review and approval of a building permit consistent with the approved plans <br />and variance. The new building to match the existing building in color and/or <br />materials. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On June 4, 2003 the Roseville Planning Commission held the public hearing regarding <br />the Laur variance request. At the hearing no citizens addressed the Commission and the <br />Commissioners had no questions of the applicant or staff. <br /> <br />7.2 The Planning Commission voted (6-0) to recommend approval of the request for a 859 <br />square foot V ARlANCE to Section 1004.01A6 of the Roseville City Code by Bernard & <br />Kathy Laur, 600 Sextant A venue to allow the construction of a 225 square foot three <br />season porch on their horne, based on the findings in Section 5 and conditions of Section <br />6 of the project report dated 6/4/03. <br /> <br />PF3478 - ReA 06/16/03 - Page 4 of 5 <br />
