<br />8.2 The Commission had a number of questions for staffregarding the proposed project. The <br />Commission attempted to separate the issues for those pemlissible under the City Code <br />and those that required a variance. The Commission also discussed options and whether <br />all aspects of the request were reasonable and practical. <br /> <br />8.3 The Planning Commission voted (6-0) to recommend approval of a VARIANCE to <br />Section 1004.01A6 (Maximum Total Surface Area) of the Roseville, based on the <br />findings in Section 5 and conditions in Section 6, except that condition "D" (The front <br />entry porch (covered entry) being setback a minimum of21.5 feet from the front property <br />line and being limited to a size of 90 square feet) be eliminated. <br /> <br />8.4 The Planning Commission voted (6-0) to recommend denial ofa VARIANCE to Section <br />1004.02D5 of the Roseville City Code based on the findings that reasonable and practical <br />options are available that would not necessitate the need for a variance; that the plight <br />was a result of the land owner's proposal; and that the proposed front porch addition did <br />alter the essential character of the locality. <br /> <br />8.5 Based on the action of the Planning Commission the City Planner with the <br />assistance of the applicants representative reevaluated and modified the <br />V ARIANCE to Section 1004.01A6 (reduced) from that which was requested at the <br />Commission's June 4,2003 hearing. Specifically, the porch has been eliminated (IS <br />sq. ft) and the pool reduced from 400 sq. ft (staff calculation) to 332 sq. ft. <br />(applicant's proposal). These changes create a reduction in a variance, stated at 585 <br />sq. ft, to a variance totaling an increase in impervious coverage for the parcel of <br />5.2% or 466 sq. ft. <br /> <br />8.6 The Staff defers to the Planning Commission's recommendations. <br /> <br />9.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />9.1 ADOPT A RESOLUTION GRANTING APPROVAL of a 466 square foot (5.2%) <br />V ARIANCE to Section 1004.01A6 (Maximum Total Surface Area) of the RoseviHe <br />City Code for Sylvia Seferman, 420 Terrace Drive, based on the findings in Section <br />5 and conditions of Section 6 of the project report dated June 16, 2003; <br /> <br />9.2 ADOPT A RESOLUTION DENYING an 8.5 foot VARIANCE to Section 1004.0205 <br />(Dwelling Dimensions - Front Yard Setback) based on findings of fact, and as <br />recommended by the RoseviUe Planning Commission. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br />Attachments: Location map, narrative, site plan, aerial photo. <br /> <br />PF348 I - ReA 06/16/03 - Page 9 of 9 <br />
