Rlaquired Property Owner Notice: State law requires published notice in a city's local paper a <br />minimum of lO days prior to a pu blic hearing. State la\\! also requires notice be mailed to <br />property owners within 350 of the effected property. Both notices are prepared by the City of <br />Roseville; however, the applicant is responsible fill' providing the City \'vith a certified list, <br />including two sets of mailing address labels ofadjacent property owners within 350 feet of the <br />subject property. Applicants have three options available to obtain the <br />ccrtified/abstra(:tor's list. The term "hardsbip" or "undue hardship" <br />typically refers to pbysical characteristics of the property, such as shape, soil <br />conditions, or extreme topography. The inability to put property to its <br />highest and best use b not considered a hardship or practical difficulty. The <br />problem that justifies tbe variance must be caused by conditions beyond tbe control <br />of the applicant.
