Dr.
Roseville, MN.55113

Dear Mr. Paschke,

This is a follow-up letter regarding the meeting on Thursday, May 22, 2003 for the setback permit at 562 Heinel Dr.. We are inclined
to believe the members of the committee, are willing to grant Mr. Jordahl permission to build a garage that extends into the easement
area. This is being done despite the plea we presented to not allow building into this area due to both the aesthetic and very real
structural/watershed problems.

We experienced first hand, several times, the taunting mess and expense of water in the first level of our home. Pulling up carpet,
sweeping water with brooms and squeegees to the closest floor drains, drying out the baseboard, checking for and eliminate mold,
cleaning and rebuilding. Barb, swept water one evening, starting at 8:00 P.M. and went non-stop to 8:00 AM, the next morning.

Most people are aware, - to sell a home you must sign an honest disclosure statement. It gives all buyers the knowledge of any
problems with the home and what was done to fix it. We decided to invest approximately 20,000 dollars in our home to fix this water
problem in 2001. This investment, we felt, would give us an honest answer to the water problem and the dry living space we wanted.
Work started with 4 jackhammers digging out our lower level and proceeded for months, with our own hard work in most cases, to
rebuild and replace until we had an area that was free from water problems.

We had State Farm Insurance for over 25 years. We made our first home owners claim ever in 2001. As a result we received a letter
stating if any additional claims were made within 3 years, they would drop our insurance policy.

Now, the City ofRoseville is willing to grant building into the easement. It was apparent that some of the decision makers at this
meeting never saw the adjacent property (our home). Even the picture presented of 562 Heinellooked like there was no other house
next door, when in fact we are approximately 25ft. apart. No one saw the grade of the land, and the water shed problems.
Yet, within 30 min. a decision is made to place our home, our insurability and our property valuation at risk.

We want to know, if the city ofRoseville is responsible if the water problem returns as a result of the proposed garage. The proposed
garage presents significant financial risk to our property due to possible water problems. We also face the possibility ofloosing our
current insurance company if new water problems occur. Please factor in the possible financial impact when deciding on the proposed
garage at 562 Heinel Drive.

Respectfully,

f<~ v~,--~k3=/~

Kurt Viggers Barbara Willett
