May 27, 2002

Dear Mr. Thomas Paschke and Roseville Development Review Committee,

I am Jill Ann Peck. I have lived in Roseville over fifty years, over twenty years at 2457 Churchill Street to
the south side of2465 Churchill Street, the property you are meeting about today. I ask that you consider
my concerns.

Years ago the garages were built to the back of the houses for a reason. I am concerned about moving the
garage between the houses and close to the property line.

What will happen to water when it comes to the wall of the garage? The yards slant downhill from
County Road B2 to Brooks. Remember this is not just a double garage in width but also a double garage
in length.

Over the years, both homeowners have piled snow on the grass area between the driveways. Now I am
concerned about where I will put snow.

The plan for a door on this side of the garage will open on to my property. I feel it would be impossible
for someone to use the side of the garage without using my property.

Growing and cutting grass will be more difficult.

My living room windows will look at the garage or in to the garage windows. My home will have two
sides looking at back yards. One reason I live in Roseville is to have some space and some view around
my home. Next to the present garage there has been a pile of shingles, removed from the old roof, for
over a year.

Security of our home, for my daughter and myself, is a great concern because of the change of the garage
next store. My garage door and side door entrance to the house will be hidden. Then with the extra
parking space in front of their house and the addition they plan to build, my entry will be boxed in. Last
summer their garage was broken in to and items were stolen.

In the future, if someone else in the neighborhood, wish to make an addition, will we be told no because
too much drain area is covered?

I know I would not buy property under these conditions, and I have talked to other homeowners who say
they would not purchase my home under these conditions. So I lose some of my selling market.

A simple solution: there is room to build their garage from the house back instead of moving forward.

Thank you for taking time to consider my concerns. Another reason I chose to buy my home in Roseville
was I felt RosevilIe would protect all homeowners.

Sincerely,

\f1~/

Jill Ann Peck
2457 Churchill Street
Roseville, Minnesota 55113
651-482-8381
