EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 8th day of December 2014, at 6:30 <br /> p.m. <br /> The following members were present: Laliberte, McGehee, Willmus, Etten, Roe; <br /> and the following were absent: None. <br /> Councilmember McGehee introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11198 <br /> A RESOLUTION SUPERSEDING and REPEALING RESOLUTION 11015, and <br /> REPLACING it with the ROSEVILLE ENVIRONMENTAL REVIEW WORKSHEET <br /> APPLICATION <br /> WHEREAS, the City Council, on October 8, 2012, approved Resolution 11015 creating <br /> an environmental review policy for the Twin Lakes Redevelopment Area; and <br /> WHEREAS, the City Council desires to modify the environmental review policy and <br /> process to afford more timely project review and approval of development proposals within <br /> Twin Lakes, while preserving the protection of the public; and <br /> WHEREAS, the Roseville City Council directed the Planning Division to review and <br /> consider possible modifications to the Twin Lakes Environmental Review Policy, specifically in <br /> the area of a possible waiver and supportive environmental analysis; and <br /> WHEREAS, the Planning Division has concluded that replacing the current review policy <br /> with a formal application process managed by City staff,reviewed by applicable State and <br /> County agencies, and approved by the City Council, is an advantageous and streamlined process <br /> that eliminates the timely formal Environmental Assessment Worksheet (EAW); and <br /> WHEREAS, the Planning Division has created the Environmental Review Worksheet <br /> Application to replace the voluntary EAW and waiver process, which application includes <br /> required analysis of all sections contained in the Roseville AUAR and an EAW; <br /> NOW THEREFORE, BE IT RESOLVED, that the City Council hereby to supersede and <br /> repeal Resolution 11015, and replace it with the Environmental Review Worksheet Application <br /> subject to the following: <br /> a. All development proposals within the Twin Lakes Redevelopment Area shall be required <br /> to complete the Environmental Review Worksheet Application. <br /> b. The City Council may condition an approval of a plat(preliminary or final)to require the <br /> completion of the Environmental Review Worksheet at an earlier stage in the <br /> development process. <br /> c. The application shall include a fee and escrow established yearly by the City Council. <br />
