Regular City Council Meeting <br /> Monday, December 8,2014 <br /> Page 13 <br /> Chair Grefenberg noted the recommendations provided by the CEG regarding fill- <br /> ing commission vacancies, and encouraged the City Council to review them be- <br /> fore they got further into the mechanics. <br /> Mayor Roe thanked the CEG for their work to-date; opining that they were pro- <br /> gressing nicely. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:09 p.m., and reconvened at approximately <br /> 7:10 p.m. <br /> 11. Public Hearings <br /> a. Public Hearing to Consider Amending City Code, Chapter 302,to Allow for <br /> Expanded Hours of Operation for On-Sale Brewer Taproom Establishments <br /> Finance Director Chris Miller summarized the request as detailed in the RCA, <br /> with this entity serving as the sole on- and off-sale brewer taproom establishment <br /> in the City under these restrictions of City Code, Chapter 302. Mr. Miller noted <br /> the two requests: one for expanded hours of operation for any on-sale brewer tap- <br /> room establishment; and waiving the hours of operation limitation for the upcom- <br /> ing New Year's Eve date. <br /> Discussion ensued regarding this specific taproom; revisions to the city-wide or- <br /> dinance for hours of operation; and requirements under Minnesota State Statute as <br /> well as under City Code. <br /> Councilmember Willmus offered his support of amending current City Code to al- <br /> low such an establishment, including this applicant, to remain open until 1:00 a.m. <br /> Applicant Bartley Blume, Bent Brewstillery <br /> At the request of Councilmember McGehee, the Mr. Blume advised that ideally <br /> he would like the flexibility of remaining open until 1:00 a.m. to accommodate <br /> any special events or applicable holidays, and without coming before the City <br /> Council for each of those opportunities. Mr. Blume advised that, in the future, <br /> they may choose to be open another day during the week based on the interest of <br /> their patrons, and/or as demand indicates, and would like that flexibility built in <br /> the ordinance as well. Mr. Blume noted the growing interest in taprooms, with <br /> many open six days/week. <br /> Mr. Blume reviewed the changes in the operation since the original license to this <br /> establishment, formerly issued to Pour Decisions Brewery before the merger, with <br /> that owner bound by family commitments and restrictions. However, the Mr. <br /> Blume noted that this was his employment commitment, and that he worked with <br /> his wife in the establishment, and didn't have similar family restrictions. Mr. <br /> Blume noted the large number of taprooms opening over the last 2.5 years in Ro- <br /> seville, as well as approximately 10-15 more opening in the metropolitan areas. <br />
