<br />ROSEVILLE PARKS AND RECREATION COMMISSION <br />MEETING MINUTES FOR NOVEMBER 6, 2014 <br />ROSEVILLE CITY HALL~6:30pm <br />PRESENT: <br />Bogenholm, Diedrick, Doneen, Gelbach, D. Holt, M. Holt,Newby, Stoner, Wall <br />ABSENT: <br />Azer notified staff about beingunable to attend <br />STAFF: <br />Anfang,Brokke, O’Brien, Schultz <br />INTRODUCTIONS <br />1. <br />Chair D. Holt announced that the City Council officially appointed youth representative Teague <br />Bogenholmto the Commission.Welcome Teague! <br />ROLL CALL/PUBLIC COMMENT <br />2. <br />A group of 6 residents were in attendance for the meeting and deferred their comments until the Deer <br />Population item. <br />APPROVAL OF MINUTES –OCTOBER 7,2014MEETING <br />3. <br />Commission Recommendation: <br />Minutes for the October 7,2014meeting were approved unanimously,Wallabstained. <br />DEER POPULATION ACTIVITY & DISCUSSION <br />4. <br />Brokke briefed the Commission on the history of deer populationmonitoringin Roseville. <br />In 2004,a number of departments were handling deer related calls, comments and complaints. Parks and <br />Recreation volunteered to funnel the calls to provide a better, more streamline service to the residents. <br />Since then Parks and Recreation has managed these calls and worked with Ramsey County to monitor <br />the number of deer in Roseville. <br />Typically, Ramsey County performs an annual account in January and February. <br />Parks and Recreation staff provide the Council with a periodic report of resident comments and <br />Ramsey County reports. <br />Brokke also shared Ramsey County numbers over the past few years. <br />Brokke spoke to the fact that Ramsey County does have a control program that includes a <br />controlled hunt. <br />Doneen asked for more information and criteria for a controlled hunt. <br />o <br />Brokke spoke about how Ladyslipper Park might be a potential site due to its size and the <br />distance and location of adjacent residences. <br />Newby asked about the nature of the complaints. <br />Brokke responded with deer destroying trees & plants, vehicular safety and the issue with <br />o <br />the animals becoming too tame. <br />Newby also asked if the City has an ordinance about feeding deer. <br />o <br />Doneen commented that deer feeding on local plantings is hard on native vegetation. <br />o <br />Commission members discussed considering recommendations to control feeding of deer. <br />Brokke informed the Commission that he has talked to the Ramsey County Natural Resources. <br />Manager and staff from Little Canada and St. Paul about the outcomes of hunts in their <br />communities. Response had been that the hunts have had a noticeable effect to the point that <br />some of these communities are considering not holding hunts in the future. <br />Resident Comments: <br />Bill Frank informed the Commission that the deer population is devastating the plant life <br />o <br />in his yard and the yards of his neighbors. He has seen 5-7 deer in has yard at the same <br />time. Bill indicated that he and his neighbors believe the deer count in his area of <br />Roseville is rising and something should be done about this. Bill also is worried about the <br />potential damage to the parks by the deer. <br /> <br />
