t

~

.

I,

, ,
~~

;.>,
;:

I:

...
t

..

..

.....,. ,

-

-

Mr. John Boland
December 6. 1976
Page Two

There is no question in my mind that both the City of
Rosevllle and the MHFA have proceeded with complete good laith
in applying their respective goab and priorities in approving our
proposal in a conflicting manner. Unfortunately, the conflict
appeau to be irreconcilable; and unless we can somehow obtain
nlnety..six additional Section 8 units, the project won't be built.

It has recently come to my attention that a special al1oca~
tion of Section 8 funds may become available to the Metropolitan
Council, which would be used in part to stimulate the construction
of housing suitable lor families with children. Perhaps our pro~
poiC!'d family units in Roaeville do not correspond with the kind ol
housing you intend to use this allocation for, but I'd ask you to
consider the following characterhtlcs of our plan as approved by
the City:

1) Twelve of the nlnety..two family units would
be two-story. three-bedroom townhouses con..
taining 1, Z50 square feet of living space.

Z) These three..bedroom townhouses would be
dispersed throughout the project site. ~

3) Forty of th~ ninety..two family units would
be two..story. two..bedroom townhouses con-
taining 1. ZOO square feet of living space.

Occupancy limitations imposed by the MHFA and HUD would
prevent the use of these two-bedroom units by very large families,
but for a family with twr. same-sex or young children, tl,.ey provide
an alternative decidedlf superior to the typical 800 square foot
walk..up apartment.

Time is rapidly running out on our option-control of the
site, and we are in jeopardy of losing the 100 Section 8 units we
already have from the MHFA unless the impasse is broken soon.
1 believe that we have exhausted all other alternatives, and now
turn to the Metropolitan Council on the chance you migh~ Ul;! able
to help.

- ..
