Mr. Mcrtesdorf is the Contract for Deed <br />purchaser and owner of the Rosev!lle Mobile Home Park located at <br />2599 North Lexington. The ROR2ville Mobile Home r'ark abutts and <br />is located immediately North of the property at 2551 which Is the <br />subject of d public hearing at your Planning Commission on May 2, <br />1984, to coflsider the ab..>ve matter. <br /> <br />It appears that the application for rezoning and the special use <br />permi t inclwles the construction and development of Rose Place <br />t0gether with the installation of utilities for the apartment <br />project. Mr. Mertesdorf is concerned with the special assess- <br />m~nts which would be levied if the road and utilities ate <br />ir~talled by th~ municipblity as a special improvement project. <br />Specifically, Mr. Mertesdorf objects to the potential special <br />assess~en~ that could be levied against his property when the <br />property would not be t~nefitted by the road. Mr. Mertesdo~f's <br />property would have ap~roximately 800 feet of frontage on the <br />proposed road and would conceivably be assessed on its frontage, <br />
