The propertj in question 13 a 2.216 acre parcel of land, with 188.49 <br />:feet of frontage on 1.exington Avenue. the land is zoned single family <br />and is lurrounded by tingle family lots which are 75 feet in width on <br />the south alld west side. To the north is a 60 foot right-of-way for <br />Rose Place. ThQugh the right-of-way ~xtends fro= Lexington to Fernwood, <br />the .treet has not b~en constructed. To the nOTth is a mobile home park <br />which ed sta as a non-confoming use on land that is zoned B-3. the <br />bUline.s zoning or. this land goes back to the era when the City was Rose <br />Township an~ the land was zoned commercial under the old Ramsey County <br />Zoning OrdlnanLe. <br /> <br />2. The applicants propose to request that the City construct Rose Place <br />we.terly fr~ Lexington Avenue to Dunlap Street. A water main would be <br />in. taIled WhlCh would loop to the system further to the west on <br />Fernwood. Sewer, we understand. is already in place in the <br />dght-of-vay. Such a st't'eet would normally be assessed approximately <br />one-half to the property in question and to the mobilf' home park <br />property to the north. We undentand that the mobile home park <br />operators object to the construction of this street, lnasmuch 41 they <br />appear not to ne!d this street for the continu,'d operation of the lllobile <br />hOllle park. If the property u evn developed for commercial purposes, <br />however, the street may be an asset lnumuch as thl'! property has <br />considerable dep,h off of Lexington Avenue and has no access to County <br />Road C because of the Burlington Northern railroad tracks. <br /> <br />3. The density lor the &-2 zone i. two units per 11,000 square foot lot. or <br />5.500 sq~are feet per unit. If the land were platted into duplex lots <br />with a 100 foot lot on the corner and say, flve 82.4 foot lots to the <br />~est of that, it would be possible to build Ii total of six duplexes or <br />12 unit!! on the site. Each 82.4 foot lot, however, would have a Land <br />,}rea oC 15,531 square feet. Thus. duplexes fronting on Ro!)e Place <br />oriented tovard the ':!labile hooe park or future co::.cereul deve lQ(:tIlent <br />wjuld likely have some deleterious impact from the land uses north of <br />RoSt, Place. <br />
