A <br />major c~mprehensive plan amendment is defined as: <br /> <br />1. a cocplete revision, update or rewrite of an existing comprehensive <br />plan in its entirety, <br /> <br />2. a major revision, update or rewrite of a chapter or element of an <br />existing comprehensive plan, <br /> <br />3. a new chapter or element of an existing comprehonsive plan, <br /> <br />4. an amendment triggered b~ a proposed development that requires an <br />Environmental Assessment Worksheet (EAW) or Environmental Impact <br />Statement (EIS), as defined in Minnesota Rules 1985 Parts 4410.4300- <br />.4400, and is inconsistent with the existing comprehensive plan, or <br /> <br />5. a change (land traGe or addition) in the urban ~ervic~ area involving <br />40 aCNS or core. <br /> <br />Please be as specific as possible; attach additional explanatory materials if <br />necessary.
