Twin Lakes Redevelopment Rosev; n v1N
Promotional Renderings Showing Land Use & Typology Refinements

Friday, May 24, 2002

Addressed to:
Dennis Welsch, City of Roseville
Cathy Bennett, City of Roseville

Dennis & Cathy:

Thank you for allowing us to propose to develop conceptual renderings for the
Twin Lakes Livable Communites Application. The following approach outlined on
the following pages satisfies your request as we understand it: to graphically
communicate - through renderings - an informative yet evocative version of the
approved Twin Lakes master plan that would be consistent with principles
required for approval of the Livable Communities Grant Application. This vision
would be published as a modified version of the existing master plan. THIS WILL
MOST LIKELY REQUIRE THAT MODIFICATIONS OR ELABORATIONS BE MADE
TO THE EXISTING PLAN IN ORDER TO SATISFY MORE OF THE
APPLICA TION-i& CRITERIA PRINCIPLES. Find enclosed with this cover letter:

Page 2
Page 3
Page 4
Page 5
Page 6-9

Work Plan & Fee Summary (4 phases)
Item Descriptions (Items 1-4)
Item Descriptions (Items 5-9)
Fees, Expenses, Compensation Expectations
LCDA Grant Criteria (for reference as checklist)

The cumulative fee for the nine items will be $9.500 + minimal expenses. We
believe that execution of the nine items outlined are necessary for the success of
the application but we also believe they will be helpful to you in promoting the
project day to day as you move through implementation. The items are outlined
in a work plan of four phases, culminating on the application deadline of July 17,
2002.

We are looking forward to the opportunity to work with you and to serve
Roseville. Due to schedule realities, please respond as soon as possible so that a
formal letter of agreement can be signed and work can start right away. Thanks!

Pete

Peter J.
