D. <br />Agenda Section: <br />CONSENT <br /> <br />City of RosevilIe Participation in Knight-Ridder Foundation <br />Urban Planning, Design, and Charette Exercise - Fall 2002 <br /> <br /> <br />1.0 REQUESTED ACTION: <br /> <br />1.1 Council approval is sought for the City to participate in an Urban Planning, Design, and <br />Charette participation process sponsored by the Knight-Ridder Foundation during late <br />fall of 2002. <br /> <br />2.0 BACKGROUND: <br /> <br />2.1 The City of Roseville has been nominated by fellows from the University of Miami <br />Knight-Ridder Foundation Urban Planning Program as a possible site for their fall 2002 <br />planning and design event. The Knight program (funded by Knight Ridder Newspapers) <br />looks nationally for communities within their readership areas where planning and design <br />opportunities can be shared with a wider audience. The goal is to design, plan and create <br />quality integrated living and working neighborhoods and environments. <br /> <br />2.2 The Knight Ridder Foundation Planning Program is located within the University of <br />Miami. The work of their Urban Design Program in smart growth and new urbanism is <br />recognized as a national leader. If Roseville is selected to participate, the University and <br />the Foundation would sponsor 12 professional fellows and up to 18 support staff and <br />students to spend approximately 1 week in Roseville. Roseville and Rosedale would be <br />the focus of activity during the week. City out of pocket costs would not exceed $5,000 <br />and would cover final production products. Hotel accommodations and meals for out of <br />town fellows and students are covered by the Knight Ridder Foundation. <br /> <br />2.3 Roseville is of interest to the program because it is a good example of a large Suburban <br />Activity Center. Roseville's community includes brownfield redevelopment <br />opportunities, transit hub centers, transportation and the interstate systems and mixes of <br />different land uses all within a 1,100 acre area. The suggested study area would be <br />comprised of land uses and connections primarily surrounding Rosedale Regional Mall, <br />extending south to the Snelling and B activity area and north to the Twin Lakes Business <br />Park area. Roseville's integration of planning on a sub regional basis with the 35W <br />Coalition, the University of Minnesota Design Center and the Metropolitan Council is <br />also an attractive model that has gained national attention. <br /> <br />PF3409 RCA(061002) Page 1 of 2 <br />
